Multiparty online payment system

It would be nice if paypal or google checkout supported internally splitting one payment among multiple parties.

For example, if an author and a publisher agree that any payments for an ebook should be split 70/30 (70% to the author :) ) and a user clicks "pay $1", then paypal would send 70 cents to the author's account and 30 cents to the publisher.

Wouldn't have to rely on publishers for accounting for royalties etc., which are notoriously hard to decipher and hard to trust.

This is a good idea, but I think the main step toward it is to have a competitive marketplace for payment schemes so that innovators can try such ideas. Paypal looks a lot like a monopoly wherever it rears its ugly head, and I really don't understand why this has been allowed to happen.
